Build Your Own Home in Houston, Texas

Owner Builder Network started outside Houston in 1997, and the program has been building homes here ever since. If you run the project yourself, you hire the trades, hold the checkbook, and keep the builder's profit. We bring the budget, the schedule, the financing contacts, and the local supplier list: 257 active subcontractors and suppliers across 61 categories who bid owner builder projects at builder cost.

Houston is not an easy place to build by accident. Floodplain rules, clay soil, and a patchwork of city, county, and utility district jurisdictions decide what your lot will allow before you ever pick a floor plan. That is exactly the part a consultant can save you from, and it costs nothing to ask.

What Building in Houston Asks of You

Start with the floodplain. The City of Houston requires a floodplain development permit for new construction in the regulated floodplain, and it sets the finished floor two feet above the 500-year flood level, which is stricter than the federal minimum. You will need a site plan and elevation certificates from a surveyor. Harris County enforces its own rules outside the city limits, and both sets have to be satisfied before a slab is poured.

Then there is the ground. Much of the Houston area sits on expansive clay that swells after a wet spring and shrinks in a dry summer. Homes here go on an engineered foundation designed from a geotechnical report, and the report is not a formality. It is the difference between a foundation that holds and one that keeps a repair crew on speed dial.

Your lot also has to be placed. City limits, extraterritorial jurisdiction, and municipal utility districts each carry their own permit desks, taxes, and utility answers. Coastal counties add windstorm requirements that inland counties do not. Our Texas cost guide puts Houston custom builds at $145 to $340 per square foot, with lots commonly running $50,000 to $150,000, and your own budget starts from your lot rather than an average.

Homes Built Through the Houston Program

These are homes from our Houston gallery, built by families running their own projects with the program.

White farmhouse with a metal porch roof and a green lawn. White farmhouse behind a field of bluebonnets and Indian paintbrush. White farmhouse with stone wainscot and a double garage among pines. Brick ranch home with a covered porch on an acreage lot. Stone and white ranch home under tall pines. Framed house dried in mid-construction among the trees. Interior framing with a vaulted ceiling and a wall of windows.

“We are so blessed to live in this home. I can’t believe the views, sunrises and sunsets I get to witness every day. All the waiting, leaning into God, and stress was worth every bit of it. Your company helped make it happen.”

Danielle Edens, Houston, December 2019

“We were able to add a pool with extra landscaping, and a boat dock with lift and cover, and still saved about $140,000, if not more. Best of all, it was our own custom design.”

Randy Skelton, Lake Conroe, August 2009

The Subcontractor List Is the Program

A builder's real asset is the phone list. Ours runs 257 active Houston subcontractors and suppliers across 61 categories, from dirt work and foundations to cabinets and finish carpentry, and they bid your project at builder pricing. You get the list when you close and you take as many bids as you need to be satisfied with the number.

You also get a building schedule and an itemized budget, so you know what should happen this week and what it should cost before the invoice shows up. When something looks wrong, the consultant is a phone call away, and that is the whole point of paying for a program instead of guessing.

Financing and Plans

Our lenders have closed owner builder construction loans for years and understand a draw schedule run by the homeowner. Loans are subject to credit, debt to income, and appraisal. If you need plans, our designers can draw a home to fit the budget you actually have. Start with financing or read how the program works.

Questions From Houston Owner Builders

Can I build a new home in the Houston floodplain?

Yes, with conditions. The City of Houston requires a floodplain development permit for new construction in the regulated floodplain and sets the finished floor two feet above the 500-year flood level, one of the stricter standards in the country. You will need a site plan and elevation certificates from a surveyor, and your consultant works those requirements into the budget before you buy the lot.

What kind of foundation does a Houston home need?

The clay under most of the Houston area holds water and moves with it. That is why homes here are built on an engineered foundation designed from a geotechnical report rather than a standard slab. The extra design work is cheap next to repairing a foundation that was drawn for different soil.

Which office issues my building permit?

It depends where the lot sits. Inside a city, that city issues the permit. In unincorporated Harris County or another county, the county does. A lot in an extraterritorial jurisdiction or a municipal utility district adds another layer, and your consultant helps you find out which offices have to sign off before you file.

How much does it cost to build a home in Houston?

Our Texas cost guide puts Houston custom builds at $145 to $340 per square foot depending on finishes, with lots commonly running $50,000 to $150,000. Floodplain elevation and foundation design can add to that, which is why the budget gets built around your specific lot.

Do you work outside Houston proper?

The Houston office works across the metro and the surrounding counties. If you are not sure whether your lot is inside our area, call the office and ask before you do anything else. That answer costs nothing.
